Reactor triplet P-wave independent phase-shape gate

ID: solar.weak.reactor_d_nn_triplet_p_strong_shape_validation

A predeclared two-parameter, 1.2 fm Gaussian triplet-P interaction fits np isovector phases at 1 and 5 MeV and checks 10 MeV phases that did not enter the fit. Exact charge symmetry is an explicit model restriction when considering nn.
